GOVERNANCE AND HUMAN RESOURCES COMMITTEE DRIVES ACCOUNTABILITY AND ELECTORAL READINESS

The Governance and Human Resources Committee convened its first meeting of the year this week, setting a focused tone for the year.

The Committee received progress reports and noted key achievements from its directorates, while also identifying priority areas aimed at strengthening organisational performance and enhancing service delivery to communities.

Directorates presented their annual plans, strategic projects and performance reports for engagement and oversight.

Following deliberations, several items were supported for referral to the next sitting of the Executive Committee Meeting.

Among the key matters considered was:

MEMORANDUM OF UNDERSTANDING BETWEEN ETHEKWINI MUNICIPALITY AND THE INDEPENDENT ELECTORAL COMMISSION FOR THE 2026 LOCAL GOVERNMENT ELECTIONS

The Committee supported approval for the City Manager to enter into a Memorandum of Understanding (MOU) with the Independent Electoral Commission (IEC) Provincial Office of KwaZulu-Natal.

The MOU formalises respective roles and responsibilities for Local Government Elections (LGE) 2026, consistent with Section 181(3) of the Constitution, which obliges organs of state to assist and support the IEC to ensure its independence, impartiality, dignity, and effectiveness.

It is further aligned with the Municipal Structures Act, which requires municipalities to support and facilitate electoral processes within their jurisdictions.

2026/27 PROPOSED TARIFFS FOR THE USE OF CUSTOMER RELATIONS MANAGEMENT DIRECTORATE COMMITTEE ROOMS

The Committee noted a request, via the Municipality’s budget process and public participation, for a proposed five percent tariff increase for the use of Customer Relations Management Directorate committee rooms, with effect from 1 July 2026.

The proposed adjustment aligns with standard budgeting cycles and seeks to maintain service levels and operational sustainability across facilities, subject to the required public participation process.

OVERALL CREDIBILITY ASSESSMENT OF THE 2025/26 REVIEWED INTEGRATED DEVELOPMENT PLAN (IDP)

The Municipality was commended for the overall representation of good governance, Municipal transformation, strategic thrust, financial viability and management, and local economic development key performance areas.

EThekwini Municipality further received commendation for complying with Section 32(1)(a) of the Municipal Systems Act by submitting the adopted Integrated Development Plan (IDP) within the prescribed calendar days following Council adoption on 29 May 2025.

Additionally, the active inclusion of traditional authorities in the IDP development process was commended for ensuring meaningful participation and strengthened community representation, in alignment with the Act.

The Committee’s focus remains on driving transformation, strengthening accountability, and shaping a productive Municipality that delivers effective and efficient services across eThekwini.
