TRADING SERVICES COMMITTEE MEETING DECISIONS

The Trading Services Committee, chaired by Councillor Mdu Nkosi, held its monthly meeting yesterday, 17 June, at Durban City Hall.

The Committee approved and noted the following items for submission to the Executive Committee meeting.

MAJOR CONTRACT AMENDMENT TO EXTEND CONTRACT PERIOD IN TERMS OF SECTION 116(3) OF THE FINANCIAL MANAGEMENT ACT

The Committee noted and authorised the extension of existing contracts on a month-to-month basis for a period not exceeding six months.

The extension forms part of nine tenders intended to replace five existing contracts, which will expire at the end of June 2026.

The procurement process for the nine new tenders is currently underway.

The Director of the Waste Management Directorate, Noluthando Magewu, said the contract extension will ensure continued service delivery in all areas currently serviced under the five tenders, particularly waste collection and cleansing services.

She added that she is confident the finalisation of the new contracts will be completed within the six-month extension period.

REQUEST FOR AUTHORITY: REAL ESTATE DIRECTORATE TO REGISTER SERVITUDE FOR VALLEY VIEW DRIVE TRUNK SEWER PROJECT

The Committee granted approval for the Real Estate Directorate to register a servitude for the Valley View Drive Trunk Sewer Project.

The project involves the construction of an 860-metre sewer pipeline with a 355mm pipe, one-metre diameter manholes, and gabion protection works.

The infrastructure will run parallel to Valley View Drive and connect to the existing sewer network.

This forms part of preparations for a new 720 low-cost housing development in the Redcliffe area, Verulam.

The Committee also noted related infrastructure planning linked to a 400mm bulk water pipeline replacement project. The existing 150mm pipeline has experienced bursts, resulting in water supply interruptions and potential property damage affecting residents and businesses.

A budget of R200 000 has been allocated for the servitude registration process.

“This is a fundamental and crucial phase in our efforts to address water challenges. We are prioritising water infrastructure projects to ensure we respond swiftly and effectively to service delivery needs,” said Councillor Nkosi.

REPORT ON NON-REVENUE WATER REDUCTION INTERVENTIONS AS AT MAY 2026

Following the establishment of a new Non-Revenue Water Sub-Division in June 2024 to address water losses within the Municipality, the latest report indicates that non-revenue water levels have shifted from 57.8 to 58.7 percent as at May 2026.

Councillor Nkosi said the sub-division must strengthen its response time to water leaks and improve operational efficiency in order to reduce water losses.

He added that reducing non-revenue water is critical to ensuring that available water resources are directed to areas of greatest need.

“We are encouraged by the progress and hope to replicate and improve on these gains in the coming months,” said Councillor Nkosi.
