TRADING SERVICES COMMITTEE MEETING DECISIONS

The Trading Services Committee, chaired by Councillor Mdu Nkosi, held its monthly meeting on 19 August 2026 at City Hall. The Committee approved and noted the following items for discussion at the Executive Committee meeting and subsequent tabling at Full Council for approval.

STREETLIGHTING FOR THE MAYDON WHARF, ISLAND VIEW AND BAYHEAD PRECINCTS

The Trading Services Committee approved that the eThekwini Municipality, through the Office of the City Manager, enter into a Memorandum of Agreement (MoA) with the Transnet National Ports Authority (TNPA) to assume responsibility for all electrical streetlights within the Maydon Wharf, Island View and Bayhead precincts by taking over their ownership and maintenance.

The Energy Management Directorate is responsible for providing streetlighting within the eThekwini Municipal area to create a safe environment conducive to the comfortable movement of vehicles and pedestrians at night.

Following successful engagements between TNPA and the Energy Management Directorate, TNPA has begun drawing up plans for streetlighting in these precincts.

The MoA will transfer the risk and liability associated with non-functional streetlighting in these precincts.

The Energy Management Directorate supports this initiative.

Under the MoA, TNPA will assume full operational and maintenance responsibility for all public streetlighting infrastructure situated within the precincts concerned.

REALLOCATION OF BLOCK SUM FUNDING WITHIN THE WATER CAPITAL BUDGET FOR 2026-27

The Trading Services Committee approved the unbundling of the Relay and Extensions Block Sum allocation of R37 000 000 for various projects.

Block sums are provided in the approved capital budget to enable the Directorate to undertake projects within each financial year that relate to the purpose of that block sum. Each financial year, a Block Sum Allocation Report is prepared to show the distribution of funds to individual projects.

A budget allocation to the value of R37 million has been prioritised for the Water and Sanitation Directorate’s capital projects for the 2026/27 financial year.

WASTE MANAGEMENT MONTHLY REPORT

The Trading Services Committee noted the Waste Management Directorate’s July monthly report.

The Committee commended the Directorate for its contribution to a clean and healthy environment and a vibrant economy through responsible solid waste management practices.

The Waste Management Directorate collected waste from 380 853 formal households, while waste services were also provided to 853 300 residents in informal settlements during July.

The Directorate has a dedicated team of Enforcement Officers assigned to ensure that complaints relating to illegal dumping are addressed through investigations and the issuing of fines to offenders.

The team has developed a dumping eradication programme in partnership with other stakeholders to discourage illegal dumping.

As a result, the following work was undertaken:

•     240 inspections were conducted.

•     53 fines were issued.

•     12 warnings were issued.

•     248 illegal dumping sites were cleared.

Approximately 111 694 tonnes of waste from formal households and informal settlements were transported to the Bisasar, Marianhill, Buffelsdraai and Illovo landfill sites during the reporting period.

The Waste Management Law Enforcement Team operates across all seven regions to identify and address contraventions of waste management by-laws.

Chairperson Nkosi emphasised the need for continuous awareness and educational campaigns to encourage residents to refrain from disposing of waste indiscriminately.

DISASTER GRANT FUNDS TRANSFERRED FOR 2025 STORM DAMAGE REPAIRS

The Committee approved the transfer of funds from the Disaster Management Grant to the Special Projects Department to repair infrastructure damaged by storms in informal settlements during 2025.

The funding will assist in restoring damaged infrastructure and basic municipal services, improving safety and living conditions for affected communities, and ensuring that approved recovery interventions are implemented without delay.

The funding will support the strategic objective of the Water and Sanitation Directorate to provide citizens with access to appropriate, acceptable, safe and affordable water supply and sanitation services.

An amount of R47 800 000 is intended to support the Municipality’s response and recovery efforts aimed at addressing damage caused by severe weather conditions. This includes the restoration of basic services and the implementation of necessary relief and rehabilitation measures for affected communities.

The affected communities are located across 19 wards within the municipal area. The R47.8 million will be allocated according to the scope of work required in each ward.

These wards are 18, 23, 24, 25, 29, 39, 45, 52, 57, 58, 59, 61, 63, 65, 71, 83, 88, 92 and 107.

The proposed transfer will further ensure compliance with applicable financial management and reporting requirements, improve expenditure tracking, and support the timely implementation of approved storm damage interventions.
